Spain in Transition: Prospects and Policies Political groups in Spain are preponderantly illegal. They do manage to exist in spite of this fact, But the very fact of their life underground conditions the Spanish political spectrum: it is weak in the center and strong on both extremist wings. A timely legalization of pluralist political activity could do much to correct this defect.
