"I am grateful for the opportunity afforded me by the National Cancer Institute, its officers, and in particular Dr Joseph F. Saunders, Deputy Associate Director for International Affairs and Coordinator for Joint USA - USSR Oncologic Research Activities to join in the Exchange Program developed under the Two Nation Agreement For Health Cooperation. While I would not recommend a winter January in the Soviet Union as a holiday, an exchange visit at this time of the year has implicit value in permitting better definition of perspective and understanding of cultural and anthropological considerations that evaluation of any Soviet problem must take into account."
